Vacancies will be filled in the following specialty areas:

The following are the duties of this position at the full working level.

Develops and delivers complex training programs and courses tailored to professional skills, leadership, human resources, or technical training to the IRS workforce.

Utilizes a practical knowledge of instructional design methods and techniques of instruction and possesses an advanced knowledge of the subject-matter taught / instructed to include its principles and theories, techniques, methods of operation, and governing regulations and guidelines to conduct virtual and in classroom instructor-led or blended training of courses.

Serves as a consultant on instructional development and delivery of professional skills, leadership, human resources, or technical training by providing consultation, advice, and assistance in training related service to meet the education and training needs of the service and for the accomplishment of strategic goals and objectives.

Studies evolving trends, technologies, best practices, developments, and applications in the technology enabled, classroom, and blended employee development and training field. Determines appropriate instructional techniques such as self-paced learning programs, virtual instruction, classroom, and job aids.

Plans, directs, reviews, integrates, coordinates, and establishes IRSU guidelines related to training and education and assigned courses. Participates in projects involving researching instructional delivery of professional skills, leadership, human resources, or technical trainings based on servicewide needs.

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.

BASIC REQUIREMENT:

EDUCATION
Undergraduate and Graduate Education with a major study in the field of education or a subject area related to the position to be filled.

OR

SPECIALIZED EXPERIENCE (FOR POSITIONS ABOVE GS-5):
Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include:

  • Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s).
  • Supervising or administering a training program.
  • Development or review of training/course materials, aids, devices, etc., and evaluation of training results.
  • Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

SPECIALIZED EXPERIENCE: GS-12 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes: Applying education and learning theories, principles, methods, and instructional design practices to develop and deliver synchronous and asynchronous training programs. Developing and implementing virtual, technology-based learning programs for employees, with experience in content and learning management systems and Technology-Enabled Learning (TEL) methods, tools, and platforms. Analyzing data, identifying problems, evaluating alternatives, and providing recommendations to enhance and maintain program quality. Using various evaluation methodologies, knowledge of instructional techniques, and emerging technologies to assess and improve training programs. Coordinating logistical support and scheduling multifaceted training activities with instructor cadre members and key stakeholders. Using knowledge of assistive technologies, copyright, and Section 508 standards to ensure compliance in training products.

AND

MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.

TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
