Description The Community Relations Service (CRS) is the Justice Department's "Peacemaker" for community conflicts arising from identity-based disputes. CRS' mission is to provide violence prevention and conflict resolution services to diverse community stakeholders. CRS provides facilitated dialogue, mediation, training, and consultation to assist these communities to come together, develop solutions to the conflict, and enhance their capacity to independently prevent and resolve future conflict.The position of Program Manager is located in the Office of the Director, Community Relations Service (CRS), and Department of Justice (DOJ) in Washington, D.C. The Community Relations Service's primary responsibility is to provide assistance to communities and persons to resolve disputes, disagreements, or difficulties relating to either: discriminatory practices based on race, color, or national origin; or actual or perceived hate crimes on the basis of religion, disability, gender, gender identity, sexual orientation, race, color, or national origin. The CRS organization consists of 10 Regional offices, four field offices and Headquarters.

The duties and responsibilities of Program Manager generally include, but are not limited to, the following:
  • Provides expert advice and guidance on government programs and policies which are of significant interest to the public and Congress.
  • Provides authoritative guidance and leadership on special projects impacting one or several major agency organizations.
  • Coordinates inter-agency alliances, builds interagency collaborations and other national networks to expand agency reach.
  • Presents conflict resolution strategies as a means to address, resolve, and prevent conflict arising from differences of race, color, or national origin or bias incidents or hate crimes.
  • Coordinates the modification and development of conflict resolution policies and procedures.
  • Participates in the development and documentation of long- and short-range planning efforts.
  • Leads analysis of projects, issues, or programs impacting all or most agency organizations.
  • Serves as the primary liaison with persons and groups both inside and outside of the organization.
  • Strengthens CRS's relationship with external federal law enforcement and other agencies, responsible for engaging with or supporting CRS stakeholders.

To qualify for the position of Program Manager, (GS-0340-15), you must meet the basic qualification requirements listed below AND possess the required specialized experience specific to the series and grade you are applying to.


Specialized Experience: For the GS-15, you must have one year of specialized experience at the GS-14 grade level or equivalent pay band in the Federal Service. Specialized experience is defined as being responsible for planning, designing and carrying out operational support of programs or projects in an organization; Provides high level technical advice and counsel to top management, key agency officials, other managers on conflict prevention, mediation, and conciliation matters.
