Vacancies will be filled in the following specialty areas:

  • Facilities Management and Security Services Operations Mid-Atlantic

The following are the duties of this position at the full working level.
  • Responsible for the planning, scheduling, development, coordination, implementation, and assessment of REFM projects generally under 10,000 square feet, some which may be complex, vague, and sensitive, as well as broad in scope. Develops detailed plans that address issues pertaining to office locations, space realignments, construction, budget, preparation of and resolution for new leases or renewals, furniture and equipment and addressing long-range space acquisition or reduction needs. Consults with managers and peers to identify and define customer needs and requirements. Provides formal and ad hoc presentations to management as required or requested. Prepares position/decision/executive summary papers that present and/or discuss alternative approaches.
  • Utilizes the full range of project management skills in the accomplishment of work assignments. These may include developing workstation layouts according to the negotiated agreements; timelines for property requests; ensuring discarded equipment is properly recycled in accordance with standards. Coordinates efforts with other entities in executing and tracking various phases of a project from concept through completion.
  • Conducts cost benefit analyses relating to various aspects of projects, and related programs. Determines foreseeable itemized costs against optimal gains from proposed projects, and assesses feasibility of implementation, including potential timeframes to develop approval from upper level management. Considers established regulatory and statutory requirements in the preparation of these analyses. Determines funding sources dependent on organizations benefited, including funding responsibilities of delegate external and internal partners such as General Service Administration (GSA), Physical Security and Emergency Preparedness (PSEP), Agency-Wide Shared Services (AWSS), Modernization and Information Technology Services (MITS) and impacted business units in line with current policies.
  • Program Management Duties: Proactively identifies program needs and independently performs a wide range of actions including planning, developing, analyzing, managing and implementing services. Responsible for multiple and varied support services programs. Consults with managers to identify/define customer needs and requirements relative to support services programs. Provides a wide range of technical information to managers. Identifies, researches and provides customers with ongoing updated information regarding the latest in logistical programs. Performs extensive research using all available sources including electronic media to obtain specifications pertaining to support services programs; provides technical advice and policy interpretations. May review and evaluate facilities services programs for proper utilization and accountability.
  • Contract Administration Duties: May serve as the designated Contracting Officer's Technical Representative (COTR) for national and local contracts or be responsible for coordinating the security clearance process for all contractors through the National Background Investigation Center (NBIC). Monitors contract performance and assure that the Contractor performs the contract in accordance with its terms, conditions and the performance work statement. Record and notify the Contracting Officer of incidents of faulty or nonconforming work, delays or problems and recommend correction actions. Contacts remote customers to determine if contractor delivered goods or services timely and accurately.
This position has career progression. If you are selected at a grade level lower than the full working level, you may be non-competitively promoted as your career progresses. For example, you may be hired as a GS-05, but if the position has career progression to GS-11, then you may move from a GS-05 to a GS-11 in as little as three years.

GENERAL EXEPERIENCE GS-05: To be eligible for this position at this grade level, three (3) years of progressively responsible experience, one (1) year of which was equivalent to at least GS-04, is qualifying for GS-05 level positions. General experience is experience that involved dealing with others in person-to-person work situations, in obtaining and providing a variety of services for an organization, or other work that demonstrated the ability to perform successfully the work of the position to be filled. Your experience must demonstrate the ability to deal with others in person-to-person work situations, obtaining and providing a variety of services for an organization, or other work such as a customer service associate gathering, analyzing, and researching customer requirements for resolution of issues.

COMBINATION OF EXPERIENCE AND EDUCATION: Equivalent combinations of education and experience are also qualifying for grade levels for which both education and experience are acceptable.

SPECIALIZED EXPERIENCE GS-07: To be eligible for this position at this grade level, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service. Specialized experience for this position includes:

Experience that demonstrated knowledge of the methods and procedures for providing or performing a variety of functions and services applicable to the position to be filled; ability to plan, organize, and control work involving diverse activities; ability to gain cooperation and coordinate the work of others; and skill in oral and written communications.

Examples of qualifying specialized experience include:
  • Management analyst or technician or other work that included study, analysis, or evaluation leading to the development or improvement of managerial or administrative policies, practices, and procedures.
  • Administrative officer or assistant, budget administration, program analysis, or other work that demonstrated knowledge of an organization and its functions, and the ways in which support services can facilitate the work of the organization.
  • Office management experience that included responsibility for directing a variety of support services such as typing, mail processing, purchase of supplies and equipment, etc.
  • Secretarial work that required monitoring and coordinating administrative and processing work of subordinate elements through a system of internal procedures, controls, production, progress reporting, etc., to insure the efficient operation of an organization.
  • Military experience that included responsibility for directing a variety of support functions such as communications, property management, mail service, facilities and equipment maintenance, etc.

In addition, experience should also include:

  • Using methods and procedures for providing or performing a variety of functions and services such as, managing tickets (e.g., customer request such as locksmith services, furniture move) and working with support staff to resolve customer issues (e.g. workplace standards, furniture and equipment acquisition, safety, security, etc.) gaining cooperation and coordinating the work of others to insure the process is completed
  • Experience using project management techniques such as assisting contracting officer by monitoring vendors, helping with a move, labeling boxes, direct movers to be completed.
  • Communicating verbally and in writing to obtain and gather information from customers and other service providers.
Examples of qualifying specialized experience include:
  • Work that included study, analysis, or evaluation leading to the development or improvement of managerial or administrative policies, practices, and procedures.
  • Budget administration, program analysis, or other work with support services programs to facilitate the work of an organization.
  • Experience that included responsibility for directing a variety of support services and functions (e.g., typing, communications, mail processing, purchase of supplies/equipment and maintenance, property management etc.).
  • Work that required monitoring and coordinating administrative and processing work of subordinate elements through a system of internal procedures, controls, production, progress reporting, etc., to insure the efficient operation of an organization.

SPECIALIZED EXPERIENCE GS-09: To be eligible for this position at this grade level, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes:

Experience that demonstrated knowledge of the methods and procedures for providing or performing a variety of functions and services applicable to the position to be filled; ability to plan, organize, and control work involving diverse activities; ability to gain cooperation and coordinate the work of others; and skill in oral and written communications.

Examples of qualifying specialized experience include:

  • Management analyst or technician or other work that included study, analysis, or evaluation leading to the development or improvement of managerial or administrative policies, practices, and procedures.
  • Administrative officer or assistant, budget administration, program analysis, or other work that demonstrated knowledge of an organization and its functions, and the ways in which support services can facilitate the work of the organization.
  • Office management experience that included responsibility for directing a variety of support services such as typing, mail processing, purchase of supplies and equipment, etc.

  • Specialized experience using methods and procedures for providing or performing a variety of functions and services such as, managing a program (e.g., motor vehicle program, mailroom services program) and assisting with other facility programs to resolve customer issues (e.g. workplace standards, furniture and equipment acquisition, safety, security, etc.).
  • Experience planning, organizing, and controlling work assignments (e.g., managing a segment of a move project) and coordinating the work of other service providers (e.g., vendors, technology experts).
  • Experience with project management techniques sufficient to plan, execute and monitor work assignments and/or special projects.
  • Communicating verbally and in writing to obtain, gather and handle sensitive information from customers and other service providers, maintain project documents; and maintain harmonious relationships with all parties.

GS-05 EDUCATION: Successful completion of a full 4-year course of study in any field leading to a bachelor's degree, in an accredited college or university, is qualifying for GS-5 level positions.

GS-07 EDUCATION: You must have at least one (1) academic year of graduate education in a major field of study --public administration, business administration, industrial engineering, industrial management, or other administrative or management fields related to the position to be filled.

OR Superior Academic Achievement (SAA) may be met by having a Bachelor's degree, with one of the following: A GPA of 3.0 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last two years of study, or a GPA of 3.5 or higher on a 4.0 scale for all courses in the major field of study or those courses in the major completed in the last two years of study, or rank in the upper one third of the class in the college, university, or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies. Note: Grade point averages should be rounded to one decimal point. For example, 2.95 is rounded to 3.0, and 2.94 is rounded to 2.9. If more than 10 percent of your undergraduate course work (credit hours) was taken on a pass/fail or similar basis, your claim must be based on class standing or membership in an Honor Society.

GS-09 EDUCATION: Master's or equivalent degree or two (2) full academic years of progressively higher-level graduate education leading to a degree in public administration, business administration, industrial engineering, industrial management, or other administrative or management fields related to the position to be filled.

SPECIALIZED EXPERIENCE GS11: To be eligible for this position at this grade level, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes:
  • Experience that demonstrated knowledge of the methods and procedures for providing or performing a variety of functions and services applicable to the position to be filled; ability to plan, organize, and control work involving diverse activities; ability to gain cooperation and coordinate the work of others; and skill in oral and written communications.
Examples of qualifying specialized experience include:
  • Management analyst or technician or other work that included study, analysis, or evaluation leading to the development or improvement of managerial or administrative policies, practices, and procedures.
  • Administrative officer or assistant, budget administration, program analysis, or other work that demonstrated knowledge of an organization and its functions, and the ways in which support services can facilitate the work of the organization.
  • Office management experience that included responsibility for directing a variety of support services such as typing, mail processing, purchase of supplies and equipment, etc.
  • Secretarial work that required monitoring and coordinating administrative and processing work of subordinate elements through a system of internal procedures, controls, production, progress reporting, etc., to insure the efficient operation of an organization.
  • Military experience that included responsibility for directing a variety of support functions such as communications, property management, mail service, facilities and equipment maintenance, etc.
Experience should also include:
  • Specialized experience with a range of concepts practices, regulations, policies and precedents associated with support services programs (e.g., IRM, MOU, Treasury and Agency directives, Occupancy Agreements between GSA and IRS,)
  • Experience with project and lease management techniques sufficient to plan, execute and monitor work assignments and/or special projects; using methods and procedures for providing or performing a variety of functions and services to plan, organize, and control work involving managing programs (e.g., shred program, labor services program); and managing other facility program.
  • Consulting methods and communicating techniques both verbally and in writing to consult, cooperate, coordinate and negotiate tactfully and persuasively with others in resolving issues which can be sensitive and controversial in nature, maintaining invoices, paying customers and updating reports.
