Assignments will be made at either the IR-04, IR-05, IR-06, IR-07 or IR-08 level.

WHAT IS THE FRONTLINE READINESS PROGRAM?
The Frontline Readiness Programs offers well qualified individuals the opportunity to receive structured professional leadership development and experience. During the twelve (12) month training and development program, all candidates will participate in a pre-classroom orientation, complete online courses, complete Career Learning Plans, and attend leadership-training classes (on-line virtual and/or face-to-face budget permitting) and participate in a variety of developmental assignments. In addition, candidates will be assigned a mentor and receive one two week shadow assignment and a 60-day minimum developmental acting assignment. This acting assignment may result in a temporary promotion. No further competition will be needed for any temporary promotions to a Frontline Manager position if more than 120 days for those selected under this announcement. While on an acting assignment, you may advise/counsel employees, complete performance appraisals, control workload flow, set goals timelines and completion schedules.

While on acting assignments as a Frontline Manager you may:

  • Plan work to be accomplished by subordinates, sets and adjusts short-term priorities and prepares schedules for completion of work.
  • Assign work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees.
  • Evaluate work performance of subordinates and makes recommendations for outstanding performance recognition and/or disciplinary action.
  • Give advice, counsel or instruction to employees on work and administrative matters.
  • Interview candidates for positions within the organization/unit and recommend appointment, promotion or reassignment to such positions.
  • Hear and resolve complaints from employees, refer group grievances and/or more serious unresolved complaints as appropriate.
  • Effect minor disciplinary measures, such as warnings and reprimands, recommend other actions in more serious cases.
  • Identify developmental and training needs of employees, providing or arranging for needed development and training.
  • Initiate ways to improve production, work processes and/or to increase the quality of the work directed.

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:

BASIC REQUIREMENTS (LEADERSHIP DEVELOPMENT PROGRAM): To be minimally eligible/qualified for this readiness program you must be a current Human Capital Office (HCO) employee and your current annual performance appraisal must be fully successful or higher.

To be minimally eligible/qualified for this readiness program you must currently occupy one of the following grade levels: GS-9, GS-10, GS-11, GS-12, GS-13, GS-14 and one of the following HR/ HR-related series:

FRONTLINE LEADERSHIP READINESS
PROGRAM REQUIREMENTS:
To be minimally eligible/qualified for this program you must meet the following requirements:

  • Current annual performance appraisal must be fully successful or higher AND
  • Must have at least one (1) year of experience in at least one (1) of the occupational series being announced or previously held a position in one (1) of the occupational series being announced on a temporary or permanent basis for at least one (1) year AND
  • Must be at least a GS-9 or above AND
  • Must be a current HCO employee

The Frontline Leadership Readiness Program offers well qualified individuals the opportunity to receive structured professional leadership development and experience. During the twelve (12) month training and development program, all candidates will participate in a pre-classroom orientation, complete ITM and other online courses, complete Career Learning Plans, and attend leadership-training classes (on-line virtual and/or face-to-face budget permitting) and participate in a variety of developmental assignments. Upon completion of the FLRP program, graduates will be better prepared to enter management positions. In addition to greater leadership proficiency, participants will acquire skills that enhance performance in their current position and increase their value as a resource for HCO.

  • This is a 12-month program, with possible extension to 24 months.
  • There is no guarantee that the FLRP participant will be selected for a manager position.
  • This program is for employees who are interested in entering management.
  • FLRP participants are expected to accept detail and shadow assignments, as this is a core developmental assignment for the FLRP program.
  • Candidates who have already completed the program are not eligible to participate again.

-Program length is 12 months.
-Candidates not meeting the HCO Frontline Leadership Readiness Program requirements at the end of the first year may be extended in the program for the specified amount of time to complete the necessary training/development activities.
-Candidates will remain in their current position and post of duty during their participation in the program. During the 12 month program, candidates whose performance and progress do not merit continuing in the program will be released from the program.


TEMPORARY DEVELOPMENTAL ASSIGNMENT (PROMOTION/DETAIL) WHILE IN THE READINESS PROGRAM:

To be qualified for a temporary developmental assignment (promotion/detail) to a Frontline manager position, while in the program, your experience should be sufficient to demonstrate:

  • Experience with management techniques, methods, theories, principles and labor relations concepts, to assure optimum utilization of personnel, equipment and space for the accomplishment of all program objectives with combined technical and administrative oversight;
  • Experience applying regulations, other official guidance and principles, including the latest procedures and techniques sufficient to oversee the planning, development and implementation of the technical aspects of programs specific to the position being filled;
  • Experience applying basic budget management principles and practices (i.e. ability to maintain and manage financial resources);
  • Experience applying communicative techniques to effectively and diplomatically interact with internal and external customers.
While in this program, if the applicant becomes eligible for a higher grade they may have the opportunity for a temporary promotion to the higher grade without further competition." The 120-to-180-day time constraint does not apply to the promotion in this case.

TIME AFTER COMPETITIVE APPOINTMENT:
By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens" or Status applicants.
