Description The position serves as the Area Behavioral Health Consultant, California Area Office, with a duty station of Sacramento, Hemet or Davis, California and reports to the Chief Medical Officer (CMO).The incumbent provides leadership, direction and expert knowledge in the California Area Behavioral Health Program. Duties include:
  • Advise the CMO and Area Director (AD), Headquarters Department of Behavioral Health, Area Tribes, and Tribal Organizations on major policy and operational decisions for the California Area as they affect health care services related to behavioral health priorities and needs. Develop and recommend policy guidance.
  • Oversee the development of technical data, estimates, statistics, suggestions, and other information useful to higher level managers in determining which goals and objectives to emphasize. Decide the methodologies to use in achieving work goals and objectives, and in determining other management strategies.
  • Has reoccurring and direct contact with influential individuals, organizations, and agencies in order to influence, set forth action, and communicate in advancing the mission, goals, and objectives of agency behavioral health priorities. Contacts not limited but including Tribal elected officials, key staff of congressional committees, National and Regional Heads of State and Government programs, elected or appointed representatives of State and local governments, journalists, and Executive Level heads of bureaus and higher level organizations in other Federal agencies. Preparation typically includes briefing packages or similar presentation materials, requires extensive analytical input by the employee and subordinates, and/or involves the assistance of a support staff.
  • Direct and provide oversight to the Behavioral Health Organizational units that are of a professional and highly technical nature with regards to providing high quality, integrated behavioral health services within Indian Health Service. Supervise and manage subordinate supervisors (GS-14 level and below) and non-supervisory positions. This includes planning work to be accomplished, set and adjust priorities, evaluate work performance, serve as a second-line supervisor on performance evaluations, and make, recommend, or approve selections to fill subordinate positions.
  • Approve multiyear and longer range work plans developed by the supervisors or managers of subordinate organizational units and subsequently manage the overall work to enhance achievement of the goals and objectives. Exercise discretionary authority to approve the allocation and distribution of funds in the organization's budget. Responsible for budget formulation activities in concert with Area Office officials and service unit staff.
  • Provide analysis and policy recommendations concerning the clinical and public health needs in addiction, mental health, and social service to the CMO, AD, tribal governments and IHS Headquarters. Develop culturally appropriate community-based programs to address the behavioral health and related service needs of AI/AN communities in concert with other members of the program staff.
  • Provide advocacy and networking with diverse entities that have interest in the behavioral health needs of AI/AN, including professional organizations, foundations, state and local government and officials.

BASIC REQUIREMENT(S):

Degree for GS-0180: Psychology. Satisfactory completion of all the requirements for the doctoral degree (Ph.D. or equivalent) directly related to full professional work in clinical psychology is required.

Degree for GS-0185: Social Work. Must fulfill all of the requirements for the master's degree in social work in a school accredited by the Council on Social Work Education.

In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.

MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level (GS-14) in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Oversee and assess behavioral health program needs and problems; provide analysis and policy recommendations; responsible for budget formulation activities; manage organizational changes; provide advocacy and networking with diverse entities; manage and respond to frequent congressional and media attention; plan, design and carry out behavioral health studies; make selections to fill positions, evaluate subordinates, and resolves complaints.

Selective Placement Factor - Licensure: Incumbent must possess an unrestricted license to practice as an Independent Clinical Psychologist or unrestricted license from a U.S. State as a Licensed Independent Social Worker (LISW), a Licensed Clinical Social Worker (LCSW), a Certified Independent Social Worker (CISW) or a Licensed Master Social Worker (LMSW) or equivalent that is considered a Licensed Independent Practitioner.

Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).This position has an education requirement. You are strongly encouraged to submit a copy of your transcripts or a list of your courses including titles, credit hours completed, and grades.
