Vacancies will be filled in the following specialty areas:
Large Business and International Office of Program and Business Solutions-CASE MGMT SYSTEM SOLUTIONS

The following are the duties of this position at the full working level.
  • As a technical expert, the incumbent interprets tax law and policy guidance and changes for writing tax computation requirements for the release of tax computation software and provides these interpretations to system programmers. The incumbent meets with Examination stakeholders and plans, arranges, and navigates meetings to ensure the requirements meet the needs of tax compliance policies, processes, and programs. She/he plans how the requirements will be implemented and evaluates the success of the requirement through test plans and test scenarios.
  • Provides insight and advises on changes for IRMs and Software Usage instructions based on specific tax law or policy requirements and related processes and procedures such as software instructions, job aids or other guidance which are considered for implementation by policy functions such as how to use the applications in a digital environment. Analyzes and develops guidance and reports to the IMS/IBMIS/OTHER Coordinators in the various BODs to determine root causes and find anomalies. Consolidates and analyzes this data to prepare new requirements and develop job aides for interpreting the tax law and using the software correctly. The incumbent analyses audit data collected to determine how Revenue Agents and Tax Compliance Officers are using the program to find gaps in their knowledge and develop plans for making corrections. Provides technical advice and staff assistance to executives, field managers, and employees in tax compliance program areas. Develops and prepares operating guidelines, instructions, and other material pertaining to system issues, changes, and implementation in assigned program areas.
  • Plans and analyzes teaching methods and lesson plans, determines cost and benefits for types of training applicable to different users across various BODs and program areas including campus processing, National Research Program, Revenue Agent and Tax Compliance Officer, and the different functions within these operations. Determines the role and evaluation necessary for IMS/IBMIS/OTHER training, designs how the training should be deployed and the writing of the training materials including new tax law.
  • Plans, organizes, determines cost/benefits and facilitates teams of independent testers from LB&I, SB/SE, and other operating units to test the program; determines any defects in the program and how the defect may impact a program area.
  • Collects and reviews cases and their data to determine potential tax computation defects; determines the impact to the business unit or function using qualitative and quantitative data. Coordinates with Information Technology and representations from other BODs such as LB&I, Appeals, District Counsel, W&I and SB/SE to determine how a requirement would best serve the BOD.

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:

SPECIALIZED EXPERIENCE GS-13: To be eligible for this position, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service.

Specialized experience for this position includes:
Experience includes, working with IRS Exam functions, programs, policies, regulations, and procedures. Experience with the Examination program Issue Management System (IMS), Issue Based Management Information System (IBMIS) or Enterprise Case Management examination modules (ECM Exam) to plan, conduct reviews and testing of systems, and troubleshoot reported issues. Experience with written communication to explain issues to customers and provide guidance. Experience with presenting recommendations to individuals or groups.

AND

MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.

TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
