Vacancies will be filled in the following specialty areas: Human Capital Office, Engagement and Retention Office

The following are the duties of this position at the full working level.
  • Serves as project leader for the planning, development, coordination, and implementation of engagement and retention projects that impacts multiple organizations and/or IRS locations. In this role, he/she typically directs at least three (3) projects/programs potentially impacting up to 80,000 thousand IRS employees and are multi-year in duration. Provides key input to leadership and team members and ensures all project tracking and documentation aspects are completed accurately, thoroughly, and timely.
  • Represents the IRS interests and Engagement & Retention Office in front of external stakeholders (including but not limited to other federal agencies/bureaus/bodies, Congressional staff, and professional organizations) during IRS sponsored internal events and cross-bureau/agency meetings
  • Responsible for monitoring the progress of projects and updating all project control systems used by Engagement & Retention. As needed, conducts reviews of projects assigned to others within the business units to ensure compliance with all customer requirements. Provides OJI (on-the-job-instruction) to other analysts/specialists in business units as needed.
  • Utilizes the full range of project management skills in the accomplishment of work assignments. This includes addressing such areas as compliance/integration with organizational goals and objectives; workload and workflow issues; impact to staffing levels; timelines; coordination with IT (Information Technology), Department of Treasury, contractors; and identification and coordination with all other program specialties involved in the implementation, execution, and tracking phases. Resolves all problems encountered pertaining to resource, funding, and/or project requirement issues.
  • Responsible for the planning, development, coordination, implementation, and assessment of assigned engagement and retention projects. Proactively consults with leadership at all levels to identify/define customer needs and requirements relative to employee engagement and retention.

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.

You must meet the following requirements by the closing date of this announcement:

SPECIALIZED EXPERIENCE: GS-13 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes: Sufficient knowledge of operation structures of a large organization in order to provide short-term and long-term recommendations for employee engagement and retention enhancements; demonstrated use of evaluative and analytical methods to identify and measure accomplishments and progress, revise methods, and develop new approaches to information gathering; knowledge of project management techniques to plan, schedule, and conduct complex projects; mission, organization, work processes, and related administrative activities to identify actual or potential problem areas, trends, deficiencies, or other similar factors affecting operations. Knowledge of automated employee survey tools for completion of in-depth data analysis; working and presenting with internal and external stakeholders, facilitating in-person and virtual meetings/sessions, effectively communicating both orally and in writing, and experience working with various automated systems and software programs

AND

MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.

TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
