Description This position is located in USDA/Rural Development (RD), Office of the California State Director. The incumbent serves as a Supervisory Loan Specialist (Realty), administering loan and grant programs designed to provide very low, low and moderate income rural residents with housing through insured and guaranteed single family housing (SFH).

This is not a remote position, the selectee will be require to report directly to one of the office as listed in California. Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

Time in grade: Applicants must have one year of specialized experience at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-12 grade level for consideration for the GS13 grade level)

For the GS-13 level: Applicants must possess one (1) year of specialized experience equivalent to at least GS-12; or its non-Federal equivalent that demonstrates: Experience processing and servicing a full range of commercial and/or complex realty loans; servicing a loan portfolio of a bank or other loan association beyond consumer loans; or similar work which provided a knowledge and understanding of the technicalities of financing and credit of loan and/or grant programs. Experience must demonstrate use of judgment in providing financial management guidance to borrowers; ascertaining and analyzing borrower's financial capacity, and evaluating the general economic and financial conditions that affect the organization risk in granting, guaranteeing, or insuring the loan; and demonstrated leadership experience providing guidance and direction to a group of employees in processing and servicing loans and/or grant programs. There is no education substitution for this grade level.

Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.Qualifications are based upon meeting specialized experience only. Education cannot be used to qualify for this position.
