Vacancies will be filled in the following specialty areas:
Chief Financial Officer, Deputy CFO, Financial Modernization and Technology.

The following are the duties of this position at the full working level.
  • Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules for completion of work.
  • Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees.
  • Evaluates work performance of subordinates and makes recommendations for outstanding performance recognition or disciplinary action.
  • Gives advice, counsel, or instruction to employees on both technical work and administrative matters. Makes decisions on work problems presented by subordinates or customers from organizations serviced. Recommends awards for subordinates and changes in the organizational structure which is subject to approval by higher-level management.
  • Interviews candidates, recommends appointment, promotion, or reassignment for positions in the unit. Hears and resolves complaints from employees and group grievances.

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:

BASIC REQUIREMENT: To be minimally qualified for this position, you must meet the following basic requirements:
EDUCATION: A Degree in Accounting or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

SPECIALIZED EXPERIENCE: In addition to the basic requirements, you must have at least one (1) year of specialized experience equivalent to the next lower level payband or GS grade in the normal line of progression. Specialized experience would include one year of substantive supervisory or program management experience at the GS-13 or GS-14 level or equivalent level manager or comparable management or leadership experiences outside of Federal service. To be qualifying for this position your experience should be sufficient to demonstrate:

  • Experience applying management techniques, methods, theories, principles, and labor relations concepts, sufficient to assure optimum utilization of personnel, equipment, and space, and to accomplish program objectives through combined technical and administrative oversight.
  • Experience planning, directing, and evaluating work of subordinate managers, employees, and/or others.
  • Experience applying appropriate operations, policies, applicable laws, regulations, rules, practices, procedures, and techniques sufficient to provide oversight and direction in the planning, development, and implementation of the technical aspects of programs directly related and/or specific to the position being filled.
  • Experience applying budget and fiscal methods used in establishing and maintaining an organization.
  • Experience working on major programs segments, organizational structures and/or functional responsibilities specific to the position being filled.

OR
COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience that includes at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge in one of the following:
1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law.
OR
2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination.
OR
3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, provided that you can demonstrate that you have successfully worked at the full-performance level in accounting, auditing, or a related field, and/or have the education, training, and experience that fully meets the specified requirements.

AND

TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens".
